Algeria: inaugural capacity building on migration management with IOM
Moshi, 24 – 26 June 2019 – Within the framework of the IOM – PRM Africa Regional Migration Programme funded by the Government of the United States “Addressing Irregular Migration Flows & Upholding Human Rights Of Migrants Along The North-Eastern African Migration Route”, the International Organization for Migration (IOM) office in Algeria, in close cooperation and partnership with the African Capacity Building Centre (ACBC), trained officials from the People's Democratic Republic of Algeria on Assisted Voluntary Return and Reintegration (AVRR) and Border Management at ACBC’s premises in Moshi.
The training was attended by 18 representatives (15 males and 3 females) of the Government of Algeria, including Ministry of Foreign Affairs and Ministry of Interior – both of which are major counterparts for IOM Algeria – with the aim of sharing experiences and good practices as well as building the capacity of national actors in managing migration flows and designing effective migration policies.
Not only this training represents a very important milestone for IOM Algeria as it is the first capacity building event targeting Algerian government officials since the establishment of the office in May 2016 but it will also certainly lay the foundation for further strategic cooperation as well as capacity building programming in Algeria.
The training was also complemented by a short study visit to the One Stop Border Post (OSBP) in Holili / Taveta (border between Tanzania and Kenya) to provide an insight view of a different Border control.
Mr Hamid Zerzour, participant to the training and Deputy Director of Judicial and Administrative Affairs at the Ministry of Foreign Affairs in Algeria said that “the visit to the OSBP was very interesting as it provides a better insight on how border countries can cooperate and benefit from this OSBP, not only on the political level but also economic level. (…) This visit will make us study the possibility of establishing a similar OSBP with our border neighboring countries”, he added.
Important to highlight that building the capacity of immigration and border officials fall under IOM’s Global Migration Governance Framework (MiGOF), particularly Objective 3: “Migration should take place in a safe, orderly and dignified manner.”
This intervention is further in line with the achievement of the Sustainable Development Goals, particularly Target 10.7: “Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies;” and Target 16.3: “Promote the rule of law at the national and international levels and ensure equal access to justice for all.”
