Ninety per cent of the population in the Gaza Strip—around 1.9 million people—have been displaced; more than half of them children. Many families have been forced to move multiple times, finding shelter in makeshift tents or even outdoors, with extremely limited access to essentials like food, water, fuel and sanitation. In October 2023, IOM established a rapid regional response to the crisis in Gaza by utilizing its expansive supply chain networks and providing technical expertise to partners on site management, water, sanitation and hygiene, shelter and non-food items, and logistics.

Delivering Essential Aid to Gaza

IOM is utilizing its extensive logistics networks to transport essential aid into Gaza. Once there, this aid is distributed to those in need by partners on the ground. The supplies are sourced through a variety of channels, including bilateral partnerships, in-kind donations and IOM’s Common Pipeline Programme, which is a resource available to other aid organizations.

Common Pipeline

In March 2024, IOM launched the Common Pipeline Programme to streamline the procurement and transportation of critical emergency supplies affected populations in Gaza. The Common Pipeline Programme supports local and international organizations to swiftly access high-quality supplies, allowing them to focus resources on assessments and distributions to affected communities. Managed by IOM in coordination with key humanitarian clusters, the Programme consolidates procurement for multiple partners, optimizing processes through economies of scale. This ensures faster, more cost-effective delivery of emergency shelter materials, non-food items (NFIs), and water, sanitation and hygiene (WASH) supplies. IOM’s regional presence facilitates alternative transport routes, while vetted partners handle storage and distribution inside Gaza. This system increases timely and efficient delivery of aid to those in need amidst the ongoing conflict.

The ceasefire that came into effect on 19 January 2025 requires an increase of humanitarian aid of at least 600 trucks per day, but all parties must continue to uphold the conditions of the agreement to ensure safe and sustained humanitarian access.

A Collective Response & Partnerships

IOM is committed to building collaborative responses within Gaza through strategic partnerships and coordination with key humanitarian actors. IOM works closely with UN and NGO partners that operate inside Gaza, in accordance with UN Resolution 2720. By loaning specialized staff and engaging in strategic partnerships, IOM contributes to the Shelter/NFIs, WASH and Logistics Clusters, and Site Management Working Group, facilitating the safe and effective delivery of essential aid. This collaborative approach strengthens our response while amplifying the collective impact of humanitarian efforts. 

Enhancing Technical Expertise

IOM’s loanee programme to the UN in Gaza is part of our broader commitment to supporting the humanitarian response on the ground in areas where the Organization has expertise, such as shelter, non-food items, site management and water/sanitation.
